You may use any of the sources to help you answer the questions, in addition to those sources which you are told to use. In answering the questions, you should use your knowledge of the topic to help you interpret and evaluate the sources. (a) Study Source A. What is the cartoonist’s message? Explain your answer. 3 Do Singaporeans welcome the presence of foreign talent? BACKGROUND INFORMATION Read this carefully. It may help you to answer some of the questions. The Singa pore Government has always emphasized the fact that Singapore is a labour-constrained country. Our local workforce today is not large enough to support the country’s manpower needs. Although technology may help Singapore to be more efficient, it will still not resolve the issue of manpower shortage . By adding fore ign workers to the local work force, Singapore's economy can grow even faster and sustain the productivity . Singapore has used levies and quotas to manage the foreign worker inflow. But in the las t 10 years, the foreign workforce has increased much faster than anticipated
