What is the message of this illustration? Explain your answer. [5] L1 Surface description of the source but no valid message e.g. Source A is an illustration of water-saving habits. 1 L2 Inference of the source Award 2 marks for unsupported inference, and 3 marks for supported inference. e.g. The message of the illustration is to highlight that cutting down on water usage begins at home. This can be seen in Source A which states that “cutting down a shower by 5 minutes saves 45 litres of water which is equivalent to 30 1.5 litre bottles”. This suggests that water-saving habits can first be developed at home. 2-3 L3 L2 + Purpose of the source Award 5 marks for more fully developed answers with supporting evidence. e.g. The message of the illustration is to highlight that cutting down on water usage begins at home. By doing so, it is hoped that Singaporeans will be convinced that everyone has a part to play in ensuring the success of Singapore’s sustainable water management. It is not only the responsibility of the government but also that of every individual to save water. Hence, its success requires the concerted effort by everyone in the country. 4-5 CHIJ ST. 2 L1 Similar OR Difference, based on provenance/topic/false matching e.g. Sources B and C are different as Source B is taken from the Business Insider while Source C is taken from The Straits Times. OR e.g. Sources B and C are similar as both are on the topic of Singapore’s sustainable water management. OR e.g. Source B tells me that schools took part in a water-rationing exercise but Source C does not. 1 L2 Similarity OR Difference in content unsupported e.g. Sources B and C are similar in telling us about the effort made by the Singapore government to involve people in its campaign to conserve the use of water. OR e.g. Sources B and C are different in telling us about the challenges the government faces in its water management efforts. 2 L3 Similarity OR Difference in content Award the higher mark for clear similarity or difference with valid supporting evidence from both sources. e.g. Sources B and C are similar in telling us about the effort made by the Singapore government in its campaign to conserve the use of water. Source B states the government’s attempt to involve schools. This is evident from “This year's Singapore World Water Day campaign will see 95 schools, including 61 pre-schools taking part in a water-rationing exercise which aims to help students better understand the value of water.” This shows the involvement of students in learning about the importance of reducing the use of water. Similarly, Source C also tells us of the government’s effort to involve the different sectors of society in taking part in the 2018 World Water Day. This is evident from “PUB's new campaign will be launched at Marina Barrage on 22 March (which has been declared Singapore World Water Day) together with over 2,000 representatives from schools, firms and grassroots organisations.” This suggests the participation of many different groups. OR e.g. Sources B and C are different in telling us about the challenges the government faces in its water management efforts. Source B states that the challenge is to make people realise that their small acts of reducing the use of water is important. This is revealed by President Halimah who said that “Many may not be aware, but taking small steps to minimise water usage can 3-4 (b) Study Sources B and C. How similar are these two sources? 3 make a significant contribution in our overall conservation efforts." This shows that the actions of every individual matters in our country’s effort towards successful water management. On the other hand, Source C tells us that the challenge is in getting the commitment of the younger generation in conserving water. This is evident from “younger Singaporeans and Permanent Residents (PRs) appear to be less concerned about the sustainability of the country's water supply than older residents aged 55 and above.” This shows a need to focus on making the young realise the easy access to water supply and not take it for granted by consciously cutting down on the use of water. L4 Similarity AND difference in content Award the higher mark for clear similarity and difference with valid supporting evidence from both sources. e.g. Sources B and C are similar in telling us about the effort made by the Singapore government in its campaign to conserve the use of water. The purpose of both sources is to convince Singaporeans that everyone needs to play a part in conserving water. By doing so, it is hoped that Singaporeans will be more mindful in their usage of water so that, together with the government, we can make a concerted effort to sustain our country’s water management. 7
