Why was the poster published at this time? Explain your answer. Source B is just a comment made by an individual. Does this mean that it is not useful as evidence about Singaporeans’ behaviour towards people who are different from them? Explain your answer. 3 (d) Study Sources D and E. Having read Source D, are you surprised by what Source E says about Singaporeans’ acceptance of diversity? Explain your answer. [7] Level Descriptor Mark L1 Valid comparison of the sources, but no statement of surprised/not surprised 1 L2 Decides element of surprise entirely from Source E (i.e. no use of Source D or other sources) e.g. I am not surprised by Source E because it says that Singaporeans are able to accept diversity because more has been done to extend educational support for students with special needs. This is not surprising because the Singapore government has emphasised the importance of inclusiveness in the country, and education is a basic need for everyone. 2 L3 Surprised / Not surprised based on agreement / disagreement of content of Sources D and E Award the higher mark in the level for a more fully developed answer e.g. Having read Source D, I am surprised by Source E because they have different views about Singaporeans’ acceptance of diversity in Singapore. Source D highlights that Singaporeans are still not ready to accept diversity in Singapore because there are still mainstream schools that are not prepared to accept students with special needs, as seen from “When my wife and I visited a couple of mainstream primary schools to look for one for him, we were informed that it would be a challenge for him to fit in. We were encouraged to seek a place in a special school instead” and “It is now timely to consider making schools more inclusive”. However, Source E mentions that Singaporeans are more ready to accept diversity because there has been an increase in the enrolment of students with special needs into mainstream schools, which means that they are more prepared to do so, as seen from “the number of students with special needs studying in mainstream schools has been increasing over the years... The rise could be attributed to greater availability of information on special educational needs and access to assessment by professionals.” 3 - 4 L4 L3 + Surprised / Not surprised by Source E on the basis of cross- reference Award the higher mark in the level for a more fully developed answer e.g. L3 + Even though Sources D and E are different in their views on Singaporeans’ ability to accept diversity in learning needs, I am not surprised by Source E because what Source E says about Singaporeans being more ready to accept diversity is also supported by Source A, which shows a poster published as part of a nationwide campaign to encourage companies to value mature workers and not discriminate against them since the re-employment age has been increased. The poster shows a 76 year old assistant manager who is actively contributing his expertise to the jewellery company and a quotation “we would lose a real gem if Kwok Sang ever decides to retire”. The fact that Mr Chia continues to be employed at age 76 as an assistant manager shows that Singaporeans are accepting of mature workers, as they have chosen to focus 5 - 6
4 more on their strengths and contributions. On the other hand, Source D may be different from Source E because it is a couple’s personal observation of the situation in mainstream schools. While MOE may have implemented measures to increase inclusiveness, the success of the implementation will differ from school to school.
