1) Study Source A. What is the message of this source? Explain your answer. [5] L1 Description of the source 1 L2 Superficial interpretation/ misinterpretation of the source Award 3m for supported answer E.g. The message is that there are many different types of healthcare help for Singaporeans. The poster shows help like “subsidies, Medisave, Medishield and Medifund”. This tells me that there are different types of subsidies available. Eg. The message is that healthcare is very expensive in Singapore, that’s why the poster is showing us the need to have different types of healthcare help for Singaporeans. The poster shows help like “subsidies, Medisave, Medishield and Medifund”. This tells me that the government needs to help Singaporeans due to the expensive healthcare. 2-3 L3 Valid interpretation with identification of the purpose of Singapore’s healthcare system Award supported answer with the higher mark E.g. The government wants to convey the message that they have put in place a very sound healthcare system to ensure that all Singaporeans are well-supported for their healthcare needs. The poster shows the different layers of help like subsidies and the 3M, made available to all Singaporeans. This suggests that there are multiple layers or avenues of help from the government to support the differing needs of Singaporeans and these different types of help would ensure that no Singaporean will be left behind or disadvantaged due to the high healthcare costs, and that the shared-responsibility approach is effective. 4-5
2) Study Sources B and C. How different are the two sources? Explain your answer. [6] L1 Similarity / difference based on provenance E.g. Sources B and C are different because one is by ministries, while another is by a grassroots volunteer. 1 L2 Different based on false matching E.g. Sources B and C are different because I can infer from Source B that the elderly face difficulty in applying for financial assistance, but source C does not tell me that. 2 L3 Similarity or Difference based on content. Award 4m for supported answer E.g. Sources B and C are similar as I can infer from both sources that the government provides financial assistance to the needy. Source B states “I told him that there was financial assistance available ” and source C states “ The government provides subsidies and grants to support Singaporeans with the costs of healthcare”. These suggests that the needy have financial help from the government for their healthcare needs. Similarity: means -testing is used to determine financial help for healthcare. Source B and C are different as I can infer from source B that it is difficult for Singaporeans to apply for financial help for healthcar
