3 Has Singapore effectively created an inclusive society for the disabled? BACKGROUND INFORMATION Read this carefully. It may help you answer some of the questions. In the last 20 years, Singapore has seen an increase in the number of Persons with Disabilities (PWDs) who are aged between 18 to 49 years old, who now make up 3.6% of our population. As such, the Singapore Government has worked actively with community welfare organizations to better support and include the disa bled in mainstream society in the past decade, through increased funding for education, therapy services and employment support for persons with special needs and disabilities.
