3 Should governments using public funds to host mega events? BACKGROUND INFORMATION Read this carefully. It may help you answer some of the questions. Cities around the world compete to host mega-events, such as performances by global superstars like American singer Taylor Swift and sporting events like the FIFA World Cup soccer event. Governments often justify spending millions of dollars of public funds in grants and subsidies by arguing that these events boost tourism, create jobs and enhance a city’s international reputation. However, some citizens question whether the promised economic benefits justify the public spending and argue that governments may neglect pressing social issues to prepare for or promote these events. Study the following sources to examine whether governments should fund major entertainment and sporting events. Source A: From an article published on a Singaporean news website, 29 February 2024. Argentine football legend Lionel Messi arrived in Hong Kong for a friendly match between his team, Inter Miami, and a Hong Kong team. The Inter Miami friendly match was promised a US$2 million subsidy by the government to stimulate the economy and attract visitors. The match was sold out, but the response was disastrous. The audience started booing when they realised that Messi would not play. International news outlets cast Hong Kong in a bad light. These disappointments make some locals wonder if Hong Kong has lost the ability to organise mega events. What Hong Kong needs are events on the scale of Taylor Swift's tour. Her four-day concert in Tokyo earlier this month is estimated to have generated $56.5 million in economic benefits to Japan per show. Only this type of mega event can alleviate Hong Kong’s tourism woes. Source B: From an article published on a China news website, 18 March 2024. The highly anticipated soccer match between Hong Kong Team and Inter Miami Football Club, which drew 39,000 spectators on Feb 4, turned into a major controversy in Hong Kong as superstar striker Lionel Messi remained on the bench for the entire match. Some overseas fans even traveled all the way to Hong Kong for the exhibition match, wasting both time and money. Successfully held high-profile mega sports events can surely bring enjoyment, promote tourism, attract businesses, and bring economic benefits; but poorly organised ones can affect people’s trust in Hong Kong and impact sports tourism as overseas audiences would be less likely to attend in the future. The government should consider stepping up its involvement in high-profile mega sports events to facilitate coordination and smooth organisation of these events. A study projected the World Cup would have a $30 billion economic benefit for the U.S., with $2 billion in benefits for North Texas alone. "When you talk about the economic impact, that's not the city's cash registers that are ringing," said Arlington Mayor Jim Ross. "Those are small businesses. Those are hotels, restaurants, retail stores. Those are communities' cash registers ringing. That's a lot of money coming into our North Texas communities." But a report published last month shows most Dallas hotels are seeing a typical summer in terms of bookings. Economist Charles Blain said he understands the appeal for officials of putting their cities on the world stage, but that he believes taxpayers deserve more information on how economic projections are calculated.
